Council Grove Lake is located in the famous Flint Hills region of Kansas. The lake is one mile northwest of the historic town of Council Grove and within walking distance of the Santa Fe Trail. The lake is in a very aesthetic setting with the rolling bluestem hills trimmed with hickory, oak, walnut, and elm along the streams. Council Grove is on the Neosho River, whose name comes from the Osage Indian word Neosho meaning "water within."

Council Grove Lake is one of the top outdoor recreation sites in Kansas. With ten developed parks for camping, picnicking, nature trails, fishing, sightseeing, and countless other activities. There are 3,310 acres of water to boat, water ski, fish, and play on. In addition, Council Grove provides an all-terrain vehicle area below the dam, in Outlet Channel East.

Campers are accommodated with developed facilities in nine separate parks surrounding the lake, which include Canning Creek Cove, Custer Park, Kansa View, Kit Carson Cove, Marina Cove, Neosho Park, Outlet Channel, Richey Cove, and Santa Fe Trail.

Fishing opportunities are good with a smorgasbord of different species of fish. Council Grove is best known for its crappie fishing but the cat fishermen have always done well also. Council Grove was the first lake in Kansas to receive stockings of Saugeye. Hunters find plentiful populations of quail, pheasant, prairie chicken, wild turkey and deer. Waterfowl, rabbit and squirrel also inhabit project lands.
